Policy templates for Firefox 139 and Firefox ESR 128.11

Note: There are no substantive changes to the ADMX templates in this release. I bumped the version to be consistent. There is no need to move to these templates if you are using versions below v6.11

Note: While these templates will work for Firefox ESR 115, they might contain new policies that are not in Firefox ESR 115. If you need to manage Firefox ESR 115, you should use v5.12

SearchEngines - The SearchEngines policy can now be used in all versions of Firefox, not just the ESR.

This release adds the following policies:

SkipTermsOfUse - This policy has been added to not show the new terms of use. By using this policy, you represent that you accept and have the authority to accept the Terms of Use on behalf of all individuals to whom you provide access to this browser.
ContentAnalysis - This policy is for integration with DLP providers that use the Content Analysis SDK. See this post.

This release updates the following policies:

DisabledCiphers - Additional ciphers have been added.

This release adds the following policies:

MicrosoftEntraSSO - Allow single sign-on for Microsoft Entra accounts on macOS. This policy is now available in the ESR.

This release updates the following policies:

Preferences - The preference security.pki.certificate_transparency.modet can now be set via policy.
Preferences - Preferences beginning with identity.fxaccounts.toolbar can now be set via policy. (Firefox 133 only for this release.)

UserMessaging - A new option has been added to allow disabling "Firefox Labs" in preferences. This change will ship in Firefox 130.0.1.

Note: The ContentAnalysis/DLP work has been moved to Firefox 131.
